Miesto kvartalas vienija kūrybingą senamiesčių bendruomenę,siekiančią senamiesčių teritorijose išlaikyti ir puoselėti visavertį vietovės gyvybingumą.
Senamiestis yra specifinė vieta, dėl istorinės vertės apribota daugelio draudimų, saugančių vietovę nuo pakeitimų. Tačiau tai taip pat reiškia apribotą infrastruktūrą, kuri mažina dabartinių vietos gyventojų komfortą, senus įrenginius, prastą susisiekimą, nykstančią bendruomenę.
Sparčiai augantys kiti miesto centrai, poliai ugdo naują, infrastruktūriškai ir technologiškai patrauklesnę gyvenimo ir prekybos bei pramogų zonų struktūrą ir kultūrą.

Asociacija Miesto kvartalas veikia kaip bendruomenės laboratorija, siekia vystyti senamiesčių vietovių prekės ženklus, jungtinėmis ekspertų ir bendruomenės pajėgomis strategiškai ryškinti vietovių tapatybę, rūpintis įženklinimu, infrastruktūros gerinimu, navigacija, bendruomenės poreikių atliepimu bei rinkodara.

The Association Miesto kvartalas connects the creative community of the old town, which seeks to retain and nurture the vitality of the old town.
The Old Town is a very unique place, which has plenty of restrictions against change due to its historical significance. This also means that the restricted infrastructure negatively affects the comfort of local residents - the facilities are old, the place has poor connection and transport links, the community is deteriorating.
The other parts of the city are developing rapidly with more infra-structurally and technologically advanced zones offering more entertainment and cultural spaces for the local people.
The Old Town becomes just a museum – alienated, without sustainable vibrant energy, which only occasionally sparks when there’s a flow of visitors.
The Association Miesto kvartalas operates as a laboratory for the community, which aims to develop the place brands of the old town, enhance the identity of the space through the collaborations of experts and locals, promote its legacy, take care of improving the infrastructure, navigation and representation of the needs of the residents.
